Needs a survey done on popular,common, but infrequently used tools. if that doesn't seem contradictory. For example: My 1200 yam needs a special tool to lever the shim holder up so that new or different shims can be put in place for the valve gaps. A new one is 70 quid, the club hire one out at 8 quid a pop. Full value deposit is needed in lieu of its use , 70 quid, returnable on safe return of the item to nominated tools holder within one month. The initial investment is then re-couped after 10 ish uses, communaly. The big question(s) is are... how is the initial investment paid for, how many items need to be covered, who administers / holds the items in stock. Step one, would be a concensus on parts commonly used, which have a relatively high initial investment cost. Anyone with a bit of underwriting/ actuarial experience would may be able to calculate invest cost, over hire cost, to ensure the initial investment is recouped within a reasonable timeframe.
