I don't know if it still the case,but it was. If you take your windscreen out you don't need wipers or washers. That is a bit extreme though!

my vans auto wipe doesn't work and neither does the intermittent setting but it still passes
as for the seat, can you make a new tab and fix make a decent fix of it? Saves spending time and money on a bodge or dodge. Id still cut that screw down though and try and get rid of the rust then repaint it with hammerite or something as it will only get worse and you'll have the same worries next year.
