The valve to control that is on the engine side of the firewall, I'd suspect that's perhaps sticking?

19 degrees is the perfect temperature
Used to have it on that constantly in the audi, my 6th gen Accord and my Prelude. Just the right temperature for a t-shirt. I had to be fekking cold/wet/nagged by my mrs to turn it up!
Now that the daily just has a slider, it's always all the way on cold because I can't stand it not being all the way to one end, and the red end is boiling!
