On the engine side of the bulkhead I believe. Little valve inline on the heater matrix feed.

Does the jdm system also mix air to get the right temp? If so, might be another valve/flap that should be operating too. Is it covered in the service manual?
Otherwise, try bleeding the cooling system (just in case there's an air lock) and if that's ok, try back-flushing the heater matrix to see if any crap comes out. If not, you could be looking at a scaled up matrix. Has the car been run with proper coolant rather than just water?

Since you say it gets warm/hot,ish when you rev it then its either partly blocked or its got air in the system. The valve is on one of the pipes coming to/from the bulkhead behind the motor. Does the little arm move all way foward and back, what heat is in either of the two pipes?? Can you hear a gurgling sound inside when u rev it??

Its also bad to run just water as it will quickly corrode anything up it can. And will quickly block rads and heater matrix.
