Crimea is a bit of a special case, at least at the moment. For a start:
1. It's been part of Ukraine for only 60 years, so has always felt connected to Russia (apart from the Tatars and a few others). Over half of the population are still considered 'ethnic Russians'.
2. It holds affection for an awful lot of people in Russia itself, particularly through their summer holidays.
3. Putin is concerned that Russia will lose its naval bases before the leases run out in 2042 (without them, the presence on the Black Sea is limited).
4. It's had a higher degree of autonomy than other regions or oblasts.
Crimea sets a dangerous precedent.
If the Russian strategy is to reassert its power over ex-USSR states, isolating a country as important as Ukraine is key. This is best done by unsettling the Russian speaking-and-sympathising populations in the east and south. If Crimea can secede, why not the Donbass? This gets you coal and shale gas. Zaporhizhzya gets you world class electricity generation technology. Mikholayiv and Kherson get you shipyards. And by the time you've incorporated Odesa, Ukraine is landlocked. Oh, and you have the oil reserves under the Black Sea. Ukraine is left with less than half of its current industrial capacity and some fracking sites on the Polish border. Simples.
