I can't really weigh in on 'clubbing' as I've only ever been to 3 clubs in my life and every single one was an awful experience that I would rather not have to go through again, one of which involved one of the described boys...

But.
From the viewpoint of a (one, just me) female on what is appealing to women (woman, me (girl)).
Moisturiser: Yes. But only one brand, for hands AND face. Particularly if you work in a manual labour environment. Sandpaper hands aren't good.
Fake tan: Please, no. Just no.
Facial hair grooming: That monobrow? Yes, absolutely. Brow shaping? No. Beards? Whatever works.
Make up, tints, hair dye: Going grey? Yeah ok, whatever makes you happy. Anything else. NO.
Tight jeans: Only if you're secretly female.
Vests: Are you at a gym? No? Then no. Please don't.
Piercings: Subtle, yes. Sparkly, no.
Body hair: This makes you a man, remove it and your manhood comes off with it. Trimming is acceptable.
Plastic surgery: Reconstructive, yes. Anything else. NO.
Bags: Suitcase, briefcase, rucksack, laptop bag, camera gear etc. Yes. Handbags. No.
I can only determine from this that those kinds of boys are trying to appeal to similarly dressed and preened boys, rather than females.
