It's free if you buy a car and never get sent a V5C because the previous owner didn't send it to the DVLA for whatever reason, but yeah it's £25 or so to get a replacement if you have previously been issued a V5C and you need a replacement. Good detective work there...But I have found out you can get one for free from DVLA
