I had a similar issue with a B16A i was working on, some muppet had resealed the rocker cover gasket and plug seals with silicone which hadn't worked at all because the gasket was so dried up it had shrunk and completely flattened off, there were literally pools of oil in the plug wells. I used a load of kitchen paper wrapped around a screwdriver to get right in and around the gaps where the socket would meet the plug, pretty sure i got 98% of it out, i didn't notice any smoke afterwards and the engine ran perfect.
In terms of oil getting into the combustion chamber i would have thought a few drops would be fine since some oil mist makes its way in there naturally via the rocker cover breather and through the intake?
